The main problems of balanced development of housing stock and social infrastructure, including educational and health facilities of district importance are considered. Particular attention is paid to the analysis of demographic processes in urban planning and urban rationing. The analytical materials devoted to the coordination of measures for the development of housing stock and pre-school and general education facilities include a demographic forecast illustrating not only changes in the population number, but also the importance of factors that can affect the number of schoolchildren and preschoolers. These factors include: demographic processes, the settlement of previously commissioned houses erected thanks to non-budgetary sources, the construction of new residential buildings with consideration of the peculiarities of funding. The importance of a comprehensive analysis of urban planning processes, as well as the assessment of «service zones» of social infrastructure objects, when analyzing the quality of the urban environment and indicators of security, is emphasized.
